Answers: Depends on whether you can get if fitted from inside or not.
Modest-sized windows are pretty cheap. Check on planning issues first though.

Scaffolding costs a small fortune; They may know how to work from a roof ladder to create a hole from outside, or create the hole from inside and they can certainly do adjectives the making good from inside,as I've seen it done.

To supply & install a Velux rooflight near flashing kit etc would cost around lb2k assuming that you have access to the roof by support etc
