Answers: That is entirely dependent on your lifestyle and the care your hardwood floors receive. Properly cared for a hardwood floor can step 20 years (or longer) without a buff and recoat. If your floors receive a lot of traffic (children, alive pets) recoat before the polyurethane is worn off (check dignified traffic areas). You do not want to wait so long that the floor underneath the polyurethane is affected. Discoloration of the wood beneath the protective coating will dictate a total sand and refinish.
Contrary to what another poster claimed, laminate flooring -cannot- be sanded. Laminate flooring is not wood. He is also somewhat confused about the refinishing process. "Sand and refinish" does -not- mention a recoat as there is no actual sanding involved within a recoat. Merely an abrading of the surface with a buffer.^
Hardwood floors surrounded by most cases can be sanded and re coated 3 times after that you will need to sand the floor to its full untaught state.
