Answers:    That bubbly stuff your talking more or less is called, Popcorn Ceiling. If your trying to verbs it because of a stain, like hose stain then you can buy ceiling paint contained by a special spray can designed to spray ceilings. If its dust afterwards you can put the brush attachment on your vacuum and gently vacuum it trying not to brush stale the popcorn material. Good Luck, ;-)
