Can someone explain in simple steps how to do this? I want to do things the 'right' way so that if we want to change/remove the border it will be flowing to take down. Is sizing painted on or what? I think that once I do the sizing element that I will be able to follow the directions on my border (it's prepasted). I'm very excited going on for how pretty this border will look in the room, but I'm scared of screw it up. Yikes!

If I remember right you put the sizing on the wall as a sealer. That passageway when you want to remove the paper it won't tear up your wall. After it is dry you put the article up. Really with just a border it probably isn't vital. If you want to do it though, it is painted on. If the wall is already painted there is no need for size. Won't hurt if you do, a short time ago extra work. Paint it on the area the border will cover.
Use a wallcovering primer instead of sizing. Zinsser's Shieldz is a honourable primer for this.
If you are hanging the border flush to the ceiling line (where wall meet ceiling) then the following will work:
1. Measure the width of the border.
2. Apply the primer to the upper wall down from the ceiling smudge the width of the border LESS 1/4 INCH or so (you want to be a little smaller number than the border width rather than exactly the length or too much - if you come down too far - the border won't cover the primer so be a little short of the border width)
3. Let the primer dry the prescribed time as per the label directions.
4. Hang border.

Answers: You paint the sizing on the wall before you put up the wallpaper, it make things so much easier. Just use a clean paint roller and go for it, it's really simple
