Answers:    The incalculable majority of times the cause of this problem is undersized return ducts in the HVAC system. Check the system filter and replace it if that hasn't happen in awhile. If there is a return from the second floor, you might be capable of increase the flow by replacing the grille with something with bigger opening like an "egg-crate" style.
