It's not really that "popcorn" stuff, just a billion little circles I assume made with a trowel. Can it smoothly be scraped off and smoothed out?
Your best bet is to walk over top w/ a smoth coat of plaster which I don t believe will hold good or to go over eveything beside a 3/8 layer of new board which is what my bro have to do GL


It can be scraped off, but you'll hold a mess and a sore arm. My friends did this to their house. I don't think it scraped off too well from what I heard either, but contained by the end it looked good.

I wonder what would evolve if you just filled within all the little circles with some type of filler instead and consequently paint over it?

Answers:    Try putting warm hose in a spray bottle and spraying a small area. Unless it's be painted multiple times and has become water-resistant, it should come down technically easily. If not, then you'll any have to sand it down using a pole sander (which will take a long time and brand name a HUGE mess) or the easier method would be to install another layer of drywall over it.
