House foundation issues? I am looking to purchase a repo house which is over...

I am looking to purchase a repo house which is over a 100 years old. However, the foundation seem to have some issues. It is a sizable underground room, about 6' elevated. it looks very raining in in that. One can look right through the concrete blocks at the top and see sunlight. There is no mortar left between lots of them at all and respectively block seems to be stacked resting on each other lacking any bonding. I know waterproofing might fix some of the water issues, but the mortar problem bothers me.
I also enjoy no idea on how much a brand modern foundation fould cost for a 2000sf 2 story old home. Any accepted wisdom? (living in Michigan)
Answers:    You are looking at around $13,000 to verbs out the foundation, waterproof the outside, and backfill.

A current foundation for the whole item will be around $30,000.
