What does the city have to prove (if they suspect a person is living surrounded by a garage) to force you to revert a conversion back to it's original design? If you purchased a home beside a converted garage, are you liable for putting it back to the way it be, even if there were no permit obtained for the conversion? Further more, if the garage or structure was not intended for living, could it remain as long as it be not used for living space? (e.g. could this former garage be used as a "game room" or "hobby room") Can a garage not contain Televisions, computers, or activity consoles? If this converted garage did not contain any beds or toilets, would the only item causing an issue be the acquisition of permit for this conversion? But remember that the house was purchased with these conversions already made...
All the question you are asking can be answered with just one answer. It adjectives depends on the Local Codes ane rules where you live.

Answers:    I would first of adjectives say don't pi** them off.I did and I lost.

I would unsurprisingly look into what codes were and if any permits be pulled when this conversion took place. For this to become an issue I would bet my last buck someone turned you in.

You could pinch inside pic's and show the officials it is purely that,it may buy some forgiveness.I would try to gather as much information as possible and enjoy a chat with your attorney. There are times lawyers/city talk on a different threshold.

I do know of a creature here in Denver that lives in another county. He works for the planning dept and done up pulling a after the fact permit beside inspections and only had to recompense a small penalty.

Stay meek and make it appear they are helping you,it sometimes works.
