Decorative sculpture over wallpaper liner? I have wallpaper liner lower than my wallpaper on the top 1/2...

I have wallpaper liner lower than my wallpaper on the top 1/2 of my kitchen walls and am wondering if I can do a painting technique higher than my wall paper liner if I generate sure the liner is sealed economically. Has anyone else did this also and did it look good or did it not look so honest? I love the look of tuscany yellow/gold or venetian plaster.....
Answers:    the process of venetian plastering may rip the liner - if that is what you intended. Those colors are fine, maybe try them next to a colorwashed/marbelized glaze instead of a plaster.
