Answers: what do you show it looks uneven? Maybe a second or third coat will even it out. But yes you can wallpaper over it. Go to the paint store and achieve a product called "Sizing" you will want to put that on the wall in the past you hang the quality newspaper.
As long as you prep the wall properly you can wallpaper over it.
