Answers:    spending money on paint is always a good/cheap impression...painting a room a fun/different color add so much.
Also, buy some posters (abstract/flowers/black and white) for cheap (try online at allposters.com) and then frame them yourself (you can usually find frames 50% stale at a craft store i.e. Michaels, Hobby Lobby, Joanne Fabrics etc.)...it's cheaper than buying framed art, but looks just as nice. A nice touch is to buy three or four pieces that hold the same perceive and group them together on the wall in a column or square.
If you live by an IKEA, they have relatively cheap furniture and particularly fun decor

Not sure where your located, but try Big lots, or look on Craigslist.com, the vend alot of stuff cheap. WhenI moved in I baught adjectives of my stuff to decorate from biglots, and furniturs from craigslist. Please dont for receive the S in craigSlist or you will bring a porn site!
