Am I competent to chip house paint bad of my house when it is VERY muggy, or raining? My father and I are going to repaint the house this summer....
My father and I are going to repaint the house this summer. The first step is chipping off the old house paint, but the weather is so damp and humid and rainy, is it even possible to get paint rotten, in this weather?

You'll have to keep on. If you chip it off now, the weather will laminate the paint, and if you chip it rotten, it will be cumbersome to re-paint. You should wait for a sunny day and use paint thinner, you can find it at a hardware/home supply store. Now, you may call for another set of hands to help you wipe rotten the paint.
