I painted my white wall dark blue a few years spinal column (imagine the blue color from the Duke Blue Devil uniforms). After a little time, white spots kept appearing adjectives throughout the wall. I'm able to wipe sour the white stuff, but they keep appearing. This certainly happened a few years support, but I'm now thinking of fine art the wall again and want to find out why this happened.
Paint no matter how expensive is pourus and it shrinks when it dries. Try another coat, subsequent time prime with indeterminate gray first its cheaper than many coats of color.
Also my want to be sure to verbs wall first as things that have be sprayed in house over years similar to end dust or others close to air fresheners hold chemicals that can cause paint to separate.

I'm thinking that you didn't use primer on the walls first or that you didn't use satisfactory coats of paint.

Edit-ChrisK's answer explains exactly what you should do:-)
Answers:    it's obviouse a primer be not used, at the present time the best way to nuetralize a wall, inside or out is to use a primer-sealer. i outstandingly recomend shirwinn williams primer-sealer, i've used it indoors and out, never had any problems what so ever. first wipe the wall next to a damp cloth, not drizzling, damp, ring it out several times, permit dry for about thirty minutes, or use a devotee for about ten, consequently paint with the primer-sealer, permit dry for two hours, and paint with desired color. you don't hold to have it tinted grey any, it works great right out of the can. have fun.
