flat roofs can be VERY tricky
Most times they will require a permit, you hold to check with you local building inspecter and call. Flat roofs are difficult, and are not covered like peas in a pod as traditional type roofs. Better let someone who is skilled with them do it!

Answers: It depends on where you live as far as permit go. In San Antonio, for example, yes, you do need a authorization, technically, although in 30 years of roof contracting I have never acquire one. Smaller towns keep a closer eye on things, and in the country, nobody give a hoot 'cept the hootowls.
I wouldn't worry about it much, the most they are liable to do if they see you working on your roof is construct you go get one.
Unless you are within FLA, I hear they are pretty touchy over there.
