Seriously, I would scale it back a few degree. monbounce, streamer, ballons, ELMO! pinata, table clothes, confetti, fasce paint station, cake n ice cream station.
If you don't need all the space, shroud just a portion of the area next to creative table placement so it doesn't seem quite so overwhelming. I go to a wedding at a hall that the relations decorated themselves and the nicest part be draping tulle from one side of the room to the other. Look for a colored tulle (besides white). That helps bring the room to a tolerable size too. You could drape the tulle (even white if it was significantly cheaper) and craft a pocket for bright colored balloons to lay in. At one year matured, there's that fear of choking on popped balloons but you still attain the fun of it. Get some helium balloons for the corners or at the door. Bright colored table cloths and cute toys for centerpieces (they can be ones from home or from the dollar store in travel case you're afraid people would take them home) will budge a long way. Everyone loves to see their name within big letters...you can spell out his name on posterboard sheets - one dispatch for each posterboard and make respectively a bright color and then hang them adjectives in order on a chief wall. Don't forget to decorate at the door when they come in and effective any important turns to heighten the excitement. GOOD LUCK! try using bright, astonishing, kid-like colors. table cloths, maybe for a time center piece on the tables...if there's gonna be other toddlers or small children there as okay, in a safe corner, try setting up little toys or a fun hustle and bustle where maybe a fellow guest can preserve a watch on the kids as well. that bearing the children won't get bored or have a small fit if they are bored or a bit picky.
