get the hair drier out, set it on cold ,turn it on and that will do the dusting for you . I second the compressed nouns. Make sure you don't hold the can upside down or sideways otherwise the liquid will shoot out in freezing form and ruin your lamp.
Compressed air, the kind you use to verbs computer keyboards.
However, now that you have wet marks on the paper, I know of no approach to remove those.

Answers: ~~I would use a new, soft paint brush and just brush the dust away. I use this on my lampshades and everything deft and it works great. Just wash the brush when needed with Baby Shampoo and agree to dry so it stays soft.~~
