when windex first come out they made it blue, as it's the colour of the ocean and a calm pleasant color.
Windex was colored a standard lamp, transparent shade of blue, but varieties are market today in an assortment of colors and fragrances.

no i think its the chemicals within it that makes it blue
Answers: That is due to the added color additives that are within it. I use an all unconscious window clener that is to say clear.
Windex does that so that it looks like a sky.
I've seen it within green, pink, yellow and clear. I imagine it has to do near dyes. Now why the Windex people chose blue dye to set off with, I enjoy no idea and the internet is bereft of any hints.
