It's an unfinished underground room in an elder home. It just have that musty, "old" smell. I have a dehumidifier and hold sprayed bleach on the walls and wiped them down, but the scent returns within a couple days. There are no water problems or anything man stored down there, newly a washer and dryer.

You may need a second dehumidifer...but you may obligation to first seal stale any cracks so to avoid moisture seeping into the subterranean vault.
Great Stuff works great...you can use that along any cracks you have contained by the concrete...and also check to make sure the downspouts on your gutters are governing away from the house and the foundation.
Sprinkling baking soda around the baseboards will also be a cheap, effective mode to ward off the smells and moisture.
Answers: Put dishes or packets of activate charcoal around the area. Activated charcoal is the best piece ever for odor removal.
