Answers:    Once heat is used the stain is most expected set, but there are cleaners that will help out diminish the stain.

Typically on fresh ink, you'd use rubbing alcohol or cheap hairspray. Since this stain is set, try denatured alcohol (its sold in hardware stores and have more alcohol content in it than isopropyl alcohol.) You could also try runner cleaning solution. That stuff is made for set-in and old stains.
