Answers:    Use a 10% bleach solution. That's 1 part of bleach to 9 parts of hose down. Spray or heavily sponge this onto the sill, and check every 5-10 minutes. When the stains are gone, rinse with hose. You might need to reapply. The stains should disappear, if they are surface stains. If the stains are pouring, you may need to scrub them beside a nylon brush and/or some sort of soap (the soap you use to bathe would be fine--don't mix bleach near household cleaners--check labels).
