dyeing over black is hard. dye over a lighter color

You can't..but a professional can.in recent times ask around.

Might be less expensive to find another gown or dress, whatever it is.

Go near another gown...really.

Really just put bead, sequins, lace or something on it. Save the bucks.
Answers:    Are you trying to dye chiffon of another color to kind it black, or are you trying to change black chiffon to another color? You cannot dye anything explicitly black to make it another color, because dye is transparent, so the black will show through any other color and net it look black.

Some dyes can be removed with a discharge chemical such as Rit Color Remover, but some will stay black no concern what you do to them, and you can't tell which type of black dye you enjoy in your chiffon until you try it. You can try to remove your dye near Rit Color Remover, but it would be easier to buy some undyed silk chiffon, and dye that to the color you want. Never use chlorine bleach on any synthetic fiber, nor on silk, because it will damage adjectives of these fibers badly. Chlorine bleach can be undamagingly used only on cellulose fibers such as cotton, linen, or hemp.

Whether chiffon can be dyed depends on what fiber it is made of. Silk chiffon is trouble-free to dye. Polyester chiffon is very difficult. It also depends on whether you are discussion about silk chiffon yardage, or a dry-clean-only dress. You can't dye anything i.e. not washable. Even if it is washable, the seams on a ready-made dress are almost other sewn with polyester thread, so they will remain the untested color after you redye the silk.

Silk chiffon can be dyed to a darker color smoothly with tart dye or with fiber reactive dye, but polyester chiffon can be dyed lone with a special polyester dye call disperse dye, which can be purchased only by mail-order and which must be boiled for an hour next to the fabric to dye it.
