Let blinds all the way down, after take blinds outside and lay on drive way and use garden hose to wipe up clean. When you pick them up most water will come stale. Use paper towel to wipe dry. I use baby wipe. They're not just for baby bottoms! Close the blinds and wipe.
The only way I can cogitate of is close the blinds then spray a hot water and Windex mixture onto the blinds tolerate it drip for a few minutes then with a tacky clean cloth wipe them down one section at a time. It is rugged work and your shoulders will be sore after you are finished - but your blinds will be clean. if you mean dusting, they breed dusters and cleaners for blinds (look at home depot) if they are really stained and dirty, you are prolly better off starting from scratch if they are the vinyl open-handed. but if you want to clean them anyway, you'll prolly have to embezzle em down. (don't bleach them too much, they will yellow)
