my saucepan has a few tarnish marks within the bottom and side of the pan is it still safe to use .I cook everyday within it .Is this normal for this to happen thx

Aluminum stains, it is just a certainty. You will be fine using it. If you really want the stains gone you can try using oven cleaner in it. It may fade them some. If you do this make sure that you hose it out really well afterwards. MIne get that method after a lot of baking and use of spray non-stick use. Scrubbing the saucepan with a wipe like SOS is the only approach I can get it clean.
